To become one you have to do a specialist degree and then undertake a period of practical training and further examinations.

To remain one you have to continuously update and refresh your training and knowledge in a programme of continuous professional development.

More importantly you have to follow strict rules of ethical behaviour.

Chartered Surveyors must act in their clients best interests or they are thrown out of the profession and publicly named.
